Thrift Savings Plan Investing for Beginners | Fresh Articles Daily

The Thrift Savings Plan is a wonderful defined contribution retirement plan for US government employees. But a lot of its members are unsure on how to participate in it and make their investment allocations. While each investor?s situation is unique , and we cannot offer individualized investment advice, what follows are general guidelines which may be useful in reaching your TSP retirement goals.

Determine how much money you need to get you through your retirement years. A good guideline is approximately eighty and 90 percent of your typical yearly expenses. Next, depending on the investing strategy that you choose, figure out a likely average expected return on your investments. Finally, convert this into your required monthly savings amount. Many investment sites on the Internet provide retirement calculators to guide you through these steps.

Determine how much risk you can take. It is extremely important that you pick a portfolio allocation and strategy which is compatible with your ability to tolerate investment volatility and occasional declines in your TSP account value. It is normal to experience some losses during periods of economic decline and bear markets. If you?re not sure, then you may be better off sticking to a passive asset allocation or investing your savings in one of the TSP Lifecycle Funds.

Always strive to consistently contribute to your TSP every month. While you?re early in your career and have not yet reached your full earnings potential, it may be challenging to meet your minimum monthly contributions. But take them seriously and cut your living expenses as necessary to meet your savings plan, since this is the best time to accumulate investments, while you?re still a long time away from retiring.

Let your retirement savings grow for as long as possible, to take full advantage of the power of compounding interest. This comes down to two things: start saving as early as you can, and try to avoid making any premature withdrawals before your planned retirement date, because you will owe the IRS a tax penalty on these.

Investors who stick to these principles are on the right track to meeting their Thrift Savings Plan retirement goals.

(AP) ? U.S. consumers boosted their spending in February by the most in seven months. But Americans' income barely grew, and the saving rate fell to its lowest point in more than two years.

The Commerce Department said Friday that consumer spending rose 0.8 percent last month. Income grew 0.2 percent, matching January's weak increase. And when taking inflation into account, income after taxes fell for a second straight month.

Still, consumers are spending more after the best three-month hiring stretch in two years. Paul Dales, an economist at Capital Economics, suggested that estimated annual growth for the economy in the current January-March quarter may be revised up ? to around 2.5 percent, compared with earlier estimates of about 2 percent.

Dales cautioned, though, that at some point, consumers won't be able to draw further on their savings. Further job gains are needed to boost consumers' income.

Some of the higher spending last month reflected surging gas prices. But consumers spent more on other goods and services, too. After excluding inflation, which was due mainly to gas prices, spending rose a solid 0.5 percent.

The saving rate dropped to 3.7 percent of after-tax income in February. That was the lowest level since August 2009. The saving rate had been 4.3 percent in January. It had averaged 4.7 percent for all of last year.

The economy has added an average of 245,000 jobs a month from December through February. That's lowered the unemployment rate to 8.3 percent, the lowest in three years. Most economists expect a similar number of net jobs added in March.

So far, more robust hiring has yet to lift growth. The economy grew at an annual rate of 3 percent in the October-December quarter and most analysts expect that pace slowed in the January-March quarter.

Consumer spending drives 70 percent of economic activity.

Economists expect growth to rebound later this year as further hiring lifts the economy. The spending increase in February follows other data showing that may already be under way.

Americans stepped up spending on retail goods in February, the government said earlier in the month. Consumers bought more autos, clothes and appliances. They also paid higher prices for gas.

On Friday, the national average price for a gallon of gas was $3.92, according to AAA. In 11 states, the price is more than $4 per gallon.

Higher gas prices could eventually slow growth by causing some people to cut spending on other goods, from appliances and furniture to electronics and vacations. Gasoline purchases provide less benefit for the U.S. economy because about half of the revenue flows to oil-exporting nations, though U.S. oil companies and gasoline retailers also benefit.

Despite paying more to fill their tanks, consumers remain optimistic about the economy. The Conference Board, a New York-based private research group, said its gauge of consumer confidence held nearly steady in March after reaching its highest level in a year in February.

'Dancing With The Stars' Elimination: Martina Navratilova Sent Packing

There wasn't much shock on Tuesday night's "Dancing With the Stars" elimination show. No one wanted to be the first celebrity sent packing, and after the first nine couples were told they were safe, it came down to an unsurprising pair of duos: Landing in the bottom two were tennis superstar Martina Navratilova and her professional partner Tony Dovolani and pop singer Gavin DeGraw and his partner Karina Smirnoff.

Before it was revealed who would be going home during the first elimination show of the series' 14th season, the tennis pro said that much like when she had a bad tennis match, she was hoping that she could come back next week a victor.

Turns out, she won't have the chance. In her Monday night performance of the jive, she messed up from the start of her routine, and her score suffered for it.

"That was sad because I love your approach to the routine," judge Carrie Ann Inaba told her. Head judge Len Goodman said during the first week of the show that he thought Navratilova was elegant and refined, but didn't think her foxtrot from that first performance was "too careful."

The 55-year-old's poor performance landed her at the bottom of the leaderboard.

"It was an amazing experience. I wish it had lasted longer. I gave it everything I had, I just blew it yesterday. I wish everybody great luck," Navratilova said after being told she was going home.

EU expands range of its anti-piracy strikes

BRUSSELS (AP) ? The EU will expand its seagoing anti-piracy mission to include for the first time the Somali coast itself and waterways inside the country, the bloc said Friday.

The expansion of the operation appears to herald a significant shift in strategy from a mission that has concentrated until now on stopping pirates at sea.

Although European Union foreign ministers meeting Friday in Brussels did not specify what they meant by "coastal territory and internal waters," bloc officials have said the new tactics could include using warships or their helicopters to target pirate boats moored along the shoreline, as well as land vehicles used by the pirates.

The foreign ministers also said the operation, which started in 2008, will be extended until at least the end of 2014. A statement said Somalia's transitional government has accepted the EU's offer for greater collaboration in the operation.

"Today's decision will enable Operation Atalanta Forces to work directly with the transitional federal government and other Somali entities to support their fight against piracy in the coastal areas," the statement said.

The EU didn't provide details about the areas that will now be open to its anti-piracy mission for the first time, but the long coastline of war-ravaged Somalia provides a perfect haven for pirate gangs preying on shipping off the East African coast.

Pirate attacks on international merchant shipping in the Indian Ocean and Red Sea have been in steady decline in the past 12 months. During the first quarter of 2011, pirates captured 19 ships, while in the rest of the year they only took 6 ships. Officials say this trend has continued this year.

The EU keeps 5-10 warships off the Horn of Africa in an operation known as Atalanta. NATO has a similar anti-piracy flotilla known as Ocean Shield, and other countries have dispatched naval vessels to patrol the region.

A NATO official said Friday the alliance also was revising its rules of engagement "with a view to reinforcing them." But "actions on land are not part of this reinforcement," the official said on condition of anonymity because of NATO rules.

The EU naval force is responsible for the protection of World Food Program ships carrying humanitarian aid for Somalia, and the logistic support vessels of the African Union troops conducting operations there. It also monitors fishing activity off the coast of Somalia, a country that has been without a functioning government since 1991, when dictator Mohamed Siad Barre was overthrown.

The Atalanta force has just been joined by French amphibious assault ship Dixmude. The 21,000-ton ship, the largest to serve with the EU mission, is capable of acting as a mobile operating base for 16 helicopters, adding to the speed of response and reach of the naval force.

"The extension of the mandate until the end of 2014 confirms the EU's commitment to fighting piracy off the Horn of Africa," said Rear Adm. Duncan Potts, who commands the EU operation. "Piracy has caused so much misery to the Somali people and to the crews of ships transiting the area and it is right that we continue to move forward in our efforts."

Exploded Mirrorless Lenses Reveal Beautiful, Compact Design [Cameras]

I've always been fascinated by pancake lenses. It just amazes me that something that small can actually function. As I mentioned in an earlier post, we've been taking things apart to determine where and how (and sometimes if) the lenses can be adjusted optically. So,?I decided to do two pancake lenses for mirrorless cameras?side-by-side to see how they differed (the Sony 16mm f/2.8 E mount and the Olympus 17mm f/2.8 micro 4/3 mount).?I wasn't sure there would be much we could do with pancakes (and there wasn't), but I still found the look inside rather interesting. From the Editor's Desk: Privacy, Google Play, Nexus tablets and more

It was a?question I knew I'd get this week. Wasn't sure when, and I wasn't exactly sure what the ramifications would be.?

"I have 4G now?!?!?!"

That was a text from my wife, two days after I updated her iPhone 4S to iOS 5.1. (Yes, the wife of the greatest Android blog on the planet uses an iPhone 4S. She can use any damn phone she wants. She's my hot wife.)

A funny thing happened last week after the iOS updated -- folks started to care about something we've been railing against for a year or so now -- AT&T's faux-gee 4G. This hardly is a new phenomenon; we've had "4G" (as in HSPA+ with enhanced backhaul) Android phones on AT&T for some time now, and we've got the first true (and, actually only) 4G phones on any network, be it Sprint, Verizon or AT&T, thanks to Wimax and LTE. (Unless you want to count the HTC Max 4G.)

So if you've got a friend with an iPhone, pat them on the back and congratulate them on getting 4G. Then run a speed test with your LTE or Wimax phone, flip a table and walk away.

As for my wife's question? I'm a grown man. I told her the truth.?

"Sure you do, Baby."

Pissed off about privacy

There's an interesting reaction anytime you talk about privacy and technology. It's far more divisive than it probably should be. What it comes down to for me, I believe, is this: You need to be able to trust your app developers, and you need to be able to trust the OS developers. But at the same time, you're going to have to give up some privacy to be able to use services. That's just the way it is. It's the way it's been for years and years.

Why is that so hard to swallow?

And we're not just talking Google. When you use anyone's e-mail service, you should assume someone there can read your e-mails. When you go to the bank (some of us still do that from time to time) you trust that the teller doesn't write down your information. Same of a credit card anywhere. Or your medical information at a doctor's office. There's a whole lot of trust involved, and there are backstops and a great deal of oversight so that you can trust these services without thinking about it. Should operating systems and apps have oversight? Certainly. But I'm not sure it's the government's place.

There are going to be the occasional flaws in Android, just as there are in every other operating system.?What bothers me is the finger pointing that goes on anytime one is exposed. That's as much a flaw in journalism as it is anything else. "Chrome browser hacked on Day 1," were half the headlines coming out of Pwn2Own. A few sites followed up with the story that Chrome was patched and the $60,000 reward given out within 48 hours. And it was just the first of several payouts. How's that for service? Android's identity crisis?

So the Android Market is no more, replaced by Google Play.

I'm not completely sold on the "Google Play" name. But then again, it doesn't matter what I think of the name. It's not like Google's going to change it because I, or you, or anyone else doesn't like it after the fact.?

It's pretty awkward trying to tell someone where to go to download an app. "Hey, get it from Google Play." Where? "Google Play." There are apps in Google Play? "Yep. In the apps section." What happened to the Android Market? "Sigh."

I do have some real concerns about the change in visual branding -- the Android green and Bugroid logo have become instantly recognizable. And now?

That said, I also believe this is true: Google's not just going to change the branding to Google Play and leave it at that. This is just the first step in something much bigger, and Google traditionally has had greater patience than you or I. Google also has a willingness to change ("pivot" is the word the kids use today) should things not work. So while change can be tough, let's not freak out just yet.?

A Google-branded tablet?

In case you couldn't tell, I'm also not sold on the idea of an idea of some Google "Nexus" tablet. The general consensus is that anything Nexus is "better" than something not Nexus. But what, exactly, would Google be bringing to the table here? ASUS already has showed us a $250 quad-core tablet, and manufacturers have (for better or worse) mostly left the Android tablet experience relatively unadulterated.

What services would a Nexus tablet have that you can't already get in any of the (ridiculously large) number tablets available today? And in the case of Ice Cream Sandwich, ASUS has proven that an OEM can push out a major update in a timely fashion. Chances are there are forces at work there we're not privy to, but I don't care about that. It's the end result that was important.

Or, it's possible Google's got something new up its sleeve.

Why we're no longer on AndroidHeadlines.com

We've gotten a few e-mails asking why our stories no longer are available on AndroidHeadlines.com. The short answer is we asked for our feed to be removed. Since launching on Sept. 4, 2008, Android Central has had but a single goal: To be the No. 1 site for the best Android news, reviews, opinions and accessories. Period. We've got the hardest-working team of Android writers in the business who showcase their work on this site every day. And while we can appreciate the goal of aggregation, it's against our policy to allow a site to scrape our RSS feeds. Re-reporting using actual writers is one thing, scraping is another.

Additionally, I learned that Android Headlines uses Smartphones Experts as its accessories store provider. (That's the sort of distance we have between us and the business end of things, in case you're curious -- I maybe could name three other sites that use SPE stores.) To comply with our scraping policy, and so that there can be no concerns of double-dipping with them having an affiliate store, I requested that our feed be removed.

Not that there's a dearth of ways to get your Android Central fix. Between the blog, Twitter, Facebook, Google+, and Google Currents, you've got to work to miss us.

Other odds and ends ...

  • If you haven't checked out HTC's?new community blog, I highly recommend you do so. A bunch of old-school mobile names are popping up there, and it's really cool to see a manufacturer do this sort of thing without it being an awkward marketing job.?
  • That new iPad ... Holy cow, that's a lot of pixels. And I've got no doubt that it's buttery smooth in the graphics department, but good on NVIDIA for reminding everybody that benchmarks are a funny business (which is why we don't distract you with them in our reviews) and that a slide deck is just a slide deck.
  • Got our press notification for the Google IO developer conference (moved to late June this year). Starting to get very, very excited for this one. I've got a good feeling.
  • But first, we've got CTIA in New Orleans in early May. I've got a good feeling about it, too, especially if you're on a CDMA carrier. But, yeah. That's still a couple months away, and the clock's tickin'.

Coffee Confidential | Bakker's Bites

Hong Kong is a city that?s constantly on-the-go. Coffee is a part of life for most Hong Kongers; it?s served everywhere from local diners to HK?s most popular coffee chains, Pacific Coffee and Starbucks.

Anna Brand: 'Bethenny Ever After' Recap: A Sandbox Situation

Last week, Bethenny Frankel took her managerial duties to a whole new (though not so surprising) level: She insisted her food blogger, Nick, partake in some eyebrow threading, and when she showed concern disgust when she saw that Julie was essentially living out of a bag stored under her desk. Of course, Bethenny's less neurotic side did make an appearance. After all, she had a fairly normal lunch date with pal Hoda Kotb (minus the wazoo talk) and enjoyed time playing with Bryn at the kid's table at a Hamptons dinner party. As always, B's eccentricities never fail to entertain, one way or another, and this week was no exception.

"Can't Get Enough of You" Bethenny

  • Trying to get in her driver's good graces by complimenting his outfit ... until she calls out his "ink" and "ice," which he ignores ... until they bond over both being "hustlers." Sometimes sacrifices need to be made to guarantee a fun car ride.

  • Admitting to crossing the professional line on many occasions, for the sake of humor.

  • Affirming the above by joking about her lingerie to her driver. And surprised when he takes it one step further and responds with an inappropriate baby wipes comment. Here's to hoping B's driver makes many more cameos in episodes to come.

  • Running through the sprinklers with Bryn, because a baby is the perfect excuse to do that past age 10 without judgment.

  • Having a photo booth at her Skinnygirl cocktail party and posing drunk in a sailor hat. As much as B's a kook, she sure is a good time.

  • Reinforcing Hoppy's manhood when he starts to doubt it.

  • Going on a private boating trip with Hoppy and realizing that sometimes, not bringing Bryn is a good thing for their relationship. This was obviously hard for B to admit, so props.

  • Something may have broken on the sailboat and B surprisingly keeps a calm face. Though, she won't just leave it at that -- B needs to make sure Hoppy knows to note that she's keeping her temper in check. It's OK, baby steps.

  • Allowing Hoppy a man cave in their new apartment. At least one that's conducive to her roughly three-bedroom-sized walk-in closet. Girl's got shoe needs ... understandable.

  • Taking advantage of a quiet home with Julie by making some strong cocktails for the two of them. Even better, getting the nice decanter out for some makeshift sangria.

  • Not fighting back when Julie puts B in her place about her psychotic work schedule pre-Hoppy and Bryn. We'll let the bulging eye-popping slide. Sidenote: Julie is way more insightful than Dr. Armadillo.

"Run for Your Life" Bethenny

  • Blatantly ignoring Hoppy after he gives her the most adorable hug on fresh-cut Montauk grass and tells her he misses her. Doesn't look like the "second-year of marriage woes" B's been describing, unless we're counting her stone-cold reaction.

  • Screeching over the fact that Hoppy didn't call 9-1-1 after running over potentially diseased raccoons on the highway. The Chance B hasn't run over a human small animal with her suspect driving skills is very unlikely.

  • Saying Hoppy's the one with, "ice in his veins." Too easy.

  • Trying to be a matchmaker for B's business partner and friend. Only she puts Julie's sister, Joanie, on the shelf and leaves Julie in the dust to live forever under her microscopic desk while inhaling Skinnygirl margarita-infused mothballs. We get that Julie is no Joanie, but come on, give the girl a push.

  • Bashing Hoppy's "vest, ball-hugging, high-waisted faded jean" style after he notes her questionable all-fuchsia ensemble. Then, freaking out that he made a painful dig at her.

  • Hoppy rightfully noting B's hypocrisy when she describes her former single life as practically shopping around the grocery store, looking for the next best 100-calorie snack pack on a daily basis and saying had he said it, she would have flipped out. And the veins begin to pop ...

  • Hiring a multi-person design team to get the new apartment in perfect shape and already threatening to stab one of them within the first 30 seconds of meeting.

  • Describing her office space as a torture chamber. No one flinches to this news, at least on the outside.

  • Staring with cold-blooded eyes when the designer explains that a six-month job is going to be a struggle with a three-month deadline. Um, hello?

  • Obsessing over the fact that Hoppy's parents let Bryn play in a sandbox, which clearly means Satan is lingering inside her baby now.

  • Listening to Dr. Armadillo shamefully self-promote explain his team-building overnight sailboat trip for married couples, and slowly perspiring from her forehead to her chest.

  • Finally agreeing to talk to Hoppy about it ... in the same way one might agree to a final meal before the death penalty.

  • Getting irritated over the fact that Hoppy isn't all that interested in the overnight trip due to potential seasickness and deciding it's only because he doesn't care about working on their marriage.

  • Having major word-vomit when she says the real issue in her marriage with Hoppy is "not liking each other."

  • Saying the only time Hoppy is real and actually communicates is when they're alone. Guessing she forgot to look around at the camera crew and feel the microphone neatly tucked under her shirt.

  • Laughing in Hoppy's face when he says he's not perfect. Because that's got to be the most infuriating thing a person can do during a fight. And she knows it, too.

There you have it. "Run for Your Life" Bethenny took a stand this week, leaving "Can't Get Enough of You" to recoil into a bottle of half-opened Skinnygirl Margarita. Hoppy really got B's blood boiling with his sensitivity and cute dimples -- tough life -- until she finally snapped with a good 'ole "we don't like each other" comment. Ah, the sweet scent of not-so-newlyweds. This, of course, unfolded a whole mess of insecurities laced with baby Bryn's sandbox demons. We left off with an awkward mess of a fight, and it seems the fun only continues next week with a wildly uncomfortable parked car argument and dramatic "watch me walk away forever" parking lot exit. 'Til then, dear friends. 'Til then.

Scientists revolutionize electron microscope: New method could create highest resolution images ever

ScienceDaily (Mar. 6, 2012) ? Researchers at the University of Sheffield have revolutionised the electron microscope by developing a new method which could create the highest resolution images ever seen.

For over 70 years, transmission electron microscopy (TEM), which `looks through? an object to see atomic features within it, has been constrained by the relatively poor lenses which are used to form the image.

The new method, called electron ptychography, dispenses with the lens and instead forms the image by reconstructing the scattered electron-waves after they have passed through the sample using computers.

Scientists involved in the scheme consider their findings to be a `first step? in a `completely new epoch of electron imaging?. The process has no fundamental experimental boundaries and it is thought it will transform sub-atomic scale transmission imaging.

Project leader Professor John Rodenburg, of the University of Sheffield?s Department of Electronic and Electrical Engineering, said: "To understand how material behaves, we need to know exactly where the atoms are. This approach will enable us to look at how atoms sit next to one another in a solid object as if we?re holding them in our hands.

"We?ve shown we can improve upon the resolution limit of an electron lens by a factor of five. An extension of the same method should reach the highest resolution transmission image ever obtained; about one tenth of an atomic diameter. No longer does TEM have to be bound by the paradigm of the lens, its Achilles? heel since its invention in 1933."

The technique is applicable to microscopes using any type of wave and has other key advantages over conventional methods. For example, when used with visible light, the new technology forms a type of image that means scientists can see living cells very clearly without the need to stain them, a process which usually kills the cells.

The new method also disposes of the need to put a lens very close to a living sample, meaning that cells can be seen through thick containers like petri dishes or flasks. This means that as they develop and grow over days or weeks, they do not have to be disturbed.

Plans are even being put into place with the European Space Agency to take the new, more robust, microscope technology to the moon in 2018 to examine the structure of moon soil.

Professor Rodenburg added: "We measure diffraction patterns rather than images. What we record is equivalent to the strength of the electron, X-ray or light waves which have been scattered by the object -- this is called their intensity. However, to make an image, we need to know when the peaks and troughs of the waves arrive at the detector -- this is called their phase.

"The key breakthrough has been to develop a way to calculate the phase of the waves from their intensity alone. Once we have this, we can work out backwards what the waves were scattered from: that is, we can form an aberration-free image of the object, which is much better than can be achieved with a normal lens.

"A typical electron or X-ray microscope image is about one hundred times more blurred than the theoretical limit defined by the wavelength. In this project, the eventual aim is to get the best-ever pictures of individual atoms in any structure seen within a three-dimensional object."

The ground-breaking results were part of a three-year study costing ?4.3 million which was funded by the Engineering and Physical Sciences Research Council (EPSRC).

The investigation was carried out with the help of Phase Focus Ltd, a University of Sheffield spin-out company, and Gatan Inc.

Ptychographic electron microscopy using high-angle dark-field scattering for sub-nanometre resolution imaging was published in Nature Communications on March 6, 2012.
